E&M International Consulting is Dominican Republic's top company for legal, business, and logistic consulting. Additionally, E&M offers assistance in matters relating to maritime and port security, as well as transportation and distribution, as well as specialized services for marine surveys and cargo inspections.
Established in 2006 by Mr. Vinicio Mella, who has more than 30 years of experience in the field, and Mrs. Lludelis Espinal, winner of the “CIP/ OEA's Outstanding Woman in Maritime and Port Sector – Latin America” Award. Both of them have devoted their entire lives to developing projects that benefit both local and international logistics, port, and maritime industries.
E&M takes pride in being the primary correspondent of 11 of the world's most significant mutual marine insurance clubs (P&I Clubs), both in the Dominican Republic and in Haiti, as they pursue to protect the interests and assist their clients.
Due to their extensive network of collaborators covering the entire Caribe region, they are able to serve the entire region. Being a member of the Organization of American States' (OAS) Commission on Inter American Ports as well as the South American Correspondents Association (SAPIC) and affiliated members of the latter.
Seeking to raise the standards of the national maritime port sector led to the founding of the Ramón E. Mella Foundation, which is dedicated to promoting the training of professionals and the evolution of the maritime / port sector of the Dominican Republic


Mrs. Judy Espinal
President
Lludelis Espinal, with more than 30 years of experience, currently works as President of the consulting firm, E & M International Consulting, S.R.L.
She is also a lawyer offering advice in the areas of Maritime, Port and Customs Law, business structuring related to logistics and transportation services companies in general, maritime, land and air, handling of protection and indemnity cases (P & I) and claims. maritime Expert in drafting international contracts, such as distribution, franchises, logistics services, agency, international sales, documentary credits.
Likewise, it is well versed in dredging, towing and, in general, all types of contracts related to the maritime and port business. He has extensive experience in Administrative Law especially related to maritime practice, environment and immigration. He has extensive experience in insurance and business law and foreign investment.
Ms. Espinal holds a Bachelor of Laws degree "Cum Laude" from the Autonomous University of Santo Domingo (UASD), Dominican Republic; Master's Degree in Diplomacy and International Relations at the Autonomous University of Santo Domingo (UASD), and the Latin American Faculty of Social Sciences (FLACSO).
Master in Maritime Law at the European Institute of Maritime Studies (IEEM) of the University of Oviedo, Asturias, Spain. Post-graduate in Management and Port Administration by the Valencia Port Foundation.
Editor of the curriculum of the first Maritime Law Master of the Tito Mella Foundation and taught by the Apec University. Founder of the following companies that serve the national and international maritime sector: E & M International Consulting, Pandi Dominiana, Dominican Portcollect, NC Marine Experts, among others.

Mr. H. Vinicio Mella
Administrative Vice-President
Mr. Mella has served as an advisor for numerous international and local companies in several matters related to the Maritime Transportation. He has also acted as Executive Vice-President for a holding company of companies dedicated to the food sector (pastas, cookies, crackers and flour manufacturing). Mr. Mella has also served as president of the largest flourmill in the Dominican Republic.
Mr. Mella has a vast trajectory in the Investment Sector, including the Maritime sector having participated and/ or currently participating in companies dedicated to General Investments, Real States Investments, Operators of Ports, Companies dedicated to the import and distribution of food, dredging services, local agents for the Ferry Service between San Juan, Puerto Rico and Santo Domingo,
Dominican Republic, and also in companies that preform as ship agents and brokers freight forwarders and logistics.
He has also performed as Member of the Board of Director of the National Council of the Private Corporation (CONEP), Director of the Association of Industries of the Dominican Republic, and City Councilman of the City of Santo Domingo, Dominican Republic.
At present time Mr. Mella also performs as Administrative Vice-President on E&M International Consulting, company dedicated to the Commercial, Legal and Maritime advisory.
