Customs revenue to exceed about $4.23 billion by end of 2025, projects dominican customs authority

The Dominican Republic’s General Directorate of Customs (DGA) announced that by the end of 2025 it will collect more than approximately $4.23 billion, exceeding 2024 collections by roughly $180 million based on current exchange rates.
The institution also reported an additional transfer of about $65 million to support government spending in benefit of the Dominican people.
Despite a slowdown in global trade and a drop in imports, the DGA is expected to close the year with year-over-year revenue growth of more than 4.4 percent, outperforming the overall economy, which the Central Bank reported grew by around 2 percent through October.
“In 2025, the DGA has embarked on a major transformation, and all this has translated into a customs agency that, with fewer staff, collects more and at a lower cost,” said Director General of Customs Eduardo Sanz Lovatón.
The agency reduced its workforce from 6,614 employees in 2019 to 4,875 currently, while improving efficiency by lowering the payroll-to-revenue ratio from 2.13 percent in 2020 to 1.03 percent in 2025, aligning with President Luis Abinader’s vision of streamlining public resources.
Between August 2020 and November 2025, the DGA collected more than approximately $18.9 billion in total revenue.
Progress has also been made in trade facilitation. The Single Window for Foreign Trade expanded from 150 services in 2020 to 298 in 2025, strengthening the simplification of procedures.
The 24-Hour Clearance Program has generated savings of more than about $31.8 million for importers by reducing storage and related costs.
In terms of service quality and modernization, the DGA has automated 87 services that can now be completed entirely online without the need for in-person visits, generating significant savings for taxpayers.
The institution also holds six certifications related to management, transparency, and digital transformation.
